Earlier, the application process of Employment Exchange Registration was offline only. But starting from 27th September 2021, the Department of Skill, Employment and Entrepreneurship, Govt. of Assam has digitized the entire process of Employment Exchange Registration. Hence now onwards, you can apply online for Employment Exchange Registration Certificate in Assam .

Eligibility Criteria for Registration in Employment Exchanges of Assam: 


Age LimitAll citizens of India above the age of 14 years who are permanent residents of Assam are eligible to register their names in the Employment Exchange of the State of Assam.

Domicile: The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.

NOC for Employed Candidates: 
Applicants who are already employed and seeking better employment have to be registered only after production of a “No Objection Certificate” issued by the employer. 
 



How to Apply for Online Employment Exchange Registration Assam?


Candidates who want to register their names in Employment Exchanges through online mode must apply through official web portal of Department of Skill, Employment and Entrepreneurship, Assam. Basically there are two modes of Online Employment Exchange Registration – AADHAAR Based Verification and Non-AADHAAR Based Verification.


AADHAAR Based Verification:

In AADHAAR Based Verification method, candidates may simply apply online through official portal by using their AADHAAR Card with permanent address within the state of Assam. They don't need to visit the Employment Exchange/s physically. So, candidates having AADHAAR Card may follow below mentioned steps.

# Scroll down, go to Important Web-Link's section.

# Click on Online Employment Exchange Registration link.

# The official online exchange registration portal will be opened.

# Click on "Register" button ; Enter Full Name, Email Id, Mobile No., Password and State and Click Submit Button .

# Next, choose Apply with AADHAAR option.

# Login to the portal by providing the Login ID and OTP/Password.

# Now, fill all the necessary information.

# Please scan all Educational Qualification (Pass Certificate & Mark sheets in chronological order from lowest level to highest level) into a single PDF and upload as one single PDF.

# After successfully submission of application Employment Exchange Card (X 10) will be issued to his/ her registered Email. 

 

Non-AADHAAR Based Verification:

Candidates who don't have AADHAAR card must use Non-AADHAAR Based Verification method for getting Employment Exchange Registration Certificate. However, applicants have to physically visit Employment Exchange office/s for verification of documents. The online application process for Non-AADHAAR Based Verification is as mentioned below.

# Click on Online Employment Exchange Registration link.

# The official online exchange registration portal will be opened.

# Click on "Register" button ; Enter Full Name, Email Id, Mobile No., Password and State and Click Submit Button .

# Next, choose Apply without AADHAAR option.

# Login to the portal by providing the Login ID and OTP/Password.

# Select date and time for verification of documents.

# Visit the respective employment exchange office for the documents verification.

# Follow the necessary guidelines and process as described by concerned officials.

# At the end, you will receive the Employment Exchange Registration Certificate.


Documents Required for Online Employment Exchange Registration: 


Mobile Number: Candidates will have to provide a valid and active mobile number to complete the online registration process.

Documents Related to Educational Qualification: Candidates have to produce a single PDF of all their pass certificates and mark sheets. Note that all copies of documents must be scanned and clearly readable otherwise your application may be rejected.

Age Proof: Candidates will have to submit any one of the following mentioned documents as their age proof.

a) Birth Certificate.
b) HSLC Admit Card.
c) School Certificate.

Proof of Residency: Candidates will have to submit any one of the following mentioned documents as a proof of their residence.

a) AADHAAR Card with permanent address within the state of Assam.
b) Driving License (Self or Parents).
c) Copy of Chitha/Jamabandi (Self or Parents).
d) Copy of Passport (Self or Parents).
e) Certified Copy of Electoral Roll/EPIC (Self or Parents).

Caste Certificate: Candidates have to upload caste certificate if they belong to SC/ ST/ OBC/MOBC/ EWS category.

PWD: PWD (Person with Disability) candidates have to upload a disability certificate issued by the competent authority.

Experience Certificate: Already employed candidates may upload experience certificates as applicable.

Non- Creamy Layer Certificate: OBC/ MOBC-NCL candidates may upload Non- Creamy Layer Certificate as applicable.


Registration Fee for Employment Exchange Certificate: 

Employment Exchange Registration is completely a free process and candidates do not need to pay any registration/ application fee to obtain Employment Exchange Registration Certificate in Assam.


Renewal of Employment Exchange Registration Certificate:

# Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card.
# Failure to renew the registration even after lapse of grace period (3 months), will lead to cancellation of registration and subsequent removal from Live Register maintained in the Employment Exchange.
# No request for renewal of registration after the expiry of the due month and grace period shall be entertained under any circumstances.

Guidelines :
All citizens of India above the age of 14 years who are permanent residents of Assam are eligible to register their names in the Employment Exchange of the State of Assam.
There are two ways citizens may apply registration in employment exchange:
1) Aadhaar Based: This is the preferred options. Citizens who possess an Aadhaar belonging to Assam may apply registration in the employment exchange.
2) Non Aadhaar Based: This is only applicable for those candidates who do not possess an Aadhaar due to NRC issues. They are advised to approach their nearest Employment Exchange.
Below are the guidelines laid by the department for Aadhaar based and Non-Aadhaar based registration in employment exchange:
For Aadhaar Based Registration:
1. All citizens of India above the age of 14 years who are permanent residents of Assam are eligible to register their names in the Employment Exchange of the State of Assam
2. The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.
3. Applicants who are already employed and seeking better employment have to be registered only after production of a “No Objection Certificate” issued by the employer.
4. All text box with asterisk (*) symbol is mandatory to filled up.

For Non-Aadhaar based Registration:
1.All citizens of India above the age of 14 years who are permanent residents of Assam ,(as per Office memorandum no .E/P-344/41472 Dtd 05-07-1971) are eligible to Register their names in the Employment Exchanges of the State of Assam.
2. The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.
3. Applicants who are already employed and seeking better employment have to be registered only after production of a “No Objection Certificate” issued by the employer.
4. Once a candidate has registered online and completes the requisite information in the form, he/she will be issued an acknowledgement receipt informing about the stipulated date and time for physical verification of all original documents.
5. The candidate is required to visit concerned Employment Exchange in person for verification of all original documents on stipulated date and time.
6. All text box with asterisk(*) symbol is mandatory to filled up.
7. Please scan all Educational Qualification (Pass Certificate & Mark sheets in chronological order from lowest level to highest level) into a single PDF and upload as one single PDF.
8. After physical verification if documents and certificates are found in order, an Employment Exchange Card (X-10) will be issued. Applicant will receive Employment Exchange Card through his/her Email.
9. Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card by either personally visiting the concerned Employment Exchange or online. A grace period of three (3) months is provided to the registrants.
10. Failure to renew the registration even after lapse of grace period, will lead to cancellation of registration and subsequent removal from Live Register maintained in the Employment Exchange.
11. No request for renewal of registration after the expiry of the due month and grace period shall be entertained under any circumstances.

Requirements Assam Employment Exchange Registration:

For Aadhaar Based Registration:

The following documents are to be submitted:-


  1. Age Proof :- Birth Certificate/ HSLC Admit card/ School Certificate ( Any one of these three documents)
  2. Proof of Residency:- 
    1.  Applicants having AADHAAR Card with permanent address within the state of Assam will be allowed to Register Online without visiting the Employment Exchange as per Office Memorandum issued vide no. SKE. 42/2021/32  Dated Dispur the 19th July 2021. (Only for verification of the state of ASSAM) 
    2. Driving License (either self or parents), Copy of Chitha/Jamabandi (either self or parents), Copy of Passport (either self or parents), Certified Copy of Electoral Roll/EPIC (either self or parents).
  3. Educational Qualification Certificate :- Pass Certificate (S) and Mark Sheet(S)
  4. Caste Certificate in cases of SC/ST/OBC/MOBC/EWS applicants
  5. In case of P.W.D ( Persons With Disability) candidate –Disability certificate issued by   competent authority.
  6. Additional Qualification Certificate ( if any)
  7. Experience Certificate ( If any)
  8. Non- Creamy Layer Certificate.
  9. AADHAAR Card (non mandatory)

For Non-Aadhaar based Registration:

The following documents are to be submitted:-

  4. Caste Certificate in cases of SC/ST/OBC/MOBC/EWS applicants

Stipulated Time Limit Registration Certificate: Within 3 days

 

Fees : 


  1. Statutory charges: NIL
  2. Service charge (through PFC/CSC) - Rs. 30
  3. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page
  4. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.
  5. Convenience fee - Rs. 10
Important Notice Assam Employment Exchange Registration:

NOTICE:  It is for information to all concerned that following 3 (three ) nos. of Non AADHAAR based services under Skill, Employment & Entrepreneurship Department are applicable only for those candidates whose AADHAAR Cards have been kept on hold due to NRC related issues and for the sole purpose of applying in the Class III/ IV recruitment process. They will approach the concerned Employment Exchanges for manual verification of documents if eligible otherwise.
